Gordon Hall water, sewer hookup needs another look

Village officials will have to consider a request for water and sewer service for the Gordon Hall property filed June 2 by The Dexter Area Historical Society and Museum.

Gordon Hall is outside the village's utility service area, which puts it in a special category of customer.
The village currently serves seven accounts outside its service area, but those agreements predate an April 14, 1997 Public Act 425 agreement between the village and Webster Township for the property for a 50-year term.
Village President Shawn Keough said he would like to see all the details and facts looked at before setting anything in stone.
"I didn't know how fast or slow council wanted to go on this," he said.
"I think there should be some formal resolution that documents everything, given that we're providing this outside the village."
Village Trustee Joe Semifero expressed concern over the proposal to grant the connections.
"We could be setting a precedent ... we need to discuss (the details)," he said.
Keough' questioned whether an adequate number of residential equivalent units (REUs) were available at the Westridge pump station. He speculated that there might be 25 REUs remaining.
Village Trustee Jim Carson said he thinks granting the connection is a logical extension of the village's support of Gordon Hall.
"I agree that we don't have a policy for this specific case, but we knew right at the beginning that Gordon Hall was going to ask to hook up to sewer and water," he said.
Rates for customers outside the village's service area, which coincide with the village boundaries, are set at 140 percent of rates paid by customers within the boundary, or "inside customers."
After Monday's meeting, at which the Village Council approved new water and sewer rates after a public hearing, the rate for Gordon Hall would be a monthly $8.60 service fee and $3.88 per 1,000 gallons of water used.
The cost for inside customers is $6.14 per month and $2.77 per 1,000 gallons.
Inside customers will pay $5.31 per month for sewer service and $6.53 per 1,000 gallons, whereas the historical society will pay $7.43 per month and $9.14 per 1,000 gallons for Gordon Hall.
The connection fee is yet to be determined, although based on classifying Gordon Hall as a single-family residence, DAHS&M would have to pay $3,000 for water connection and $5,000 for sewer connection.
